Lieutenant-Governor of Van Diemen's Land.

In 1821 he opened the brutal penal settlement at Macquarie Harbour on Sarah Island. The bottleneck entrance to the harbour faces into the Roaring Forties and was aptly named Hell's Gates.

Prisoners would murder other prisoners so as to be taken from the settlement to Hobart for trial and execution, their only forseeable release from the hideous treatment at the most terrifying place in the British penal system.
